Quick answer
Plan internet access before departure. Your choice of connectivity — international roaming, local Chinese SIM, or third-party eSIM — determines whether Google services work without a VPN. See the Phone, Apps & SMS Verification guide for the full decision matrix.
There are THREE connectivity options, and the distinction is CRITICAL:

International roaming (home SIM active): Data routes through your home carrier outside China’s firewall. Google Maps, Gmail, WhatsApp, Instagram, YouTube etc. work WITHOUT a separate VPN. You do NOT get a +86 phone number (cannot receive Chinese SMS). Can be expensive depending on your carrier.

Local Chinese SIM (bought at airport): Cheap data, gives you a +86 number for SMS verification. You NEED a VPN for Google services (Chinese IP address means Google/Facebook/WhatsApp are blocked). Must register with passport + facial verification at official carrier stores.

Third-party travel eSIM: Usually does not provide a +86 number. Many products route data through an overseas roaming partner, so Google services may work without a VPN; others use mainland routing. Check the provider’s current China access and routing notes before purchase.
Do NOT say “Google Maps does not work in China” as an absolute statement. It is blocked on local mainland internet, but may work through international roaming or an offshore-routed travel eSIM.
Maps
- Apple Maps: Works WITHOUT VPN in China. Data is powered by AutoNavi (Amap/Gaode). Best-in-class English support for POIs, navigation, and transit. Supports offline maps for mainland China. This is the best primary navigation app for most foreign visitors.
- Amap (Gaode Maps): The best Chinese navigation app. Has an official English mode (Settings > General > Language). Works without login for basic navigation. Integrated with Didi for ride-hailing (best with Chinese number).
- Google Maps: Blocked on a local mainland SIM. It may work without a VPN on international roaming or an offshore-routed travel eSIM. Its China data can be limited compared with Apple Maps or Amap, so it is not recommended as the primary map.
Setup checklist
- Decide your connectivity strategy (roaming, local SIM, or eSIM) before departure. See Phone, Apps & SMS guide.
- If using a local mainland SIM, research lawful connectivity options before departure. For a travel eSIM, verify its routing and blocked-service access with the provider.
- Install map and translation apps before departure.
- Download offline maps for China in Apple Maps or Amap before arrival.
- Save hotel addresses in English and Chinese.
- Keep offline copies of flights, hotels, and train bookings.
- If you rely on services that may not be accessible in mainland China (Gmail, Google, WhatsApp, etc.), research your connectivity options before travel.
