Cover Beijing's classics before heading north to Harbin. Winter in Beijing is cold but dry (-5C to 5C) and less crowded than spring or autumn. Book the Forbidden City in advance (tickets released 7 days ahead).

Combine Beijing's classics with Harbin's spectacular Ice Festival. For winter travelers only (late December to February).
This itinerary is best from late December to late February during Harbin Ice Festival (exact dates depend on weather and official announcement). Harbin temperatures are typically -20C to -30C in January - pack accordingly with thermal layers, down parka, face covering, non-slip boots, hand warmers, and extra battery packs. Not suitable for travelers who cannot handle extreme cold. Ice & Snow World tickets should be booked in advance during peak festival.

Take the morning HSR from Beijing to Harbin West (4.5-5 hours) or fly (2 hours). Check into hotel, then walk Central Street (Zhongyang Dajie) for Russian-era architecture, Modern ice cream, and floodlit St. Sophia Cathedral. Eat Dongbei cuisine for dinner.
Take the day slow to save energy for the cold night. Visit Stalin Park and the frozen Songhua River in the afternoon for ice activities. After dark, head to Ice & Snow World -- this is THE main event. Allow 3-4 hours; dress in your warmest layers.
Visit Siberian Tiger Park in the morning (tigers are active in cold weather). Spend the afternoon exploring more of Central Street, the Harbin flood control monument, and trying Russian-influenced food (lieba bread, Hongchang sausage).
Visit Sun Island Snow Sculpture Art Expo (daytime, massive snow sculptures) if you want more winter art, or take an optional day trip to Snow Town (Xuexiang, ~5 hours drive round trip, best as overnight). For a slower day, revisit Ice & Snow World if you want more photos or try local hotpot to warm up.
Morning walk on Central Street for last photos and souvenirs. Depart from Harbin Taiping Airport (HRB) or take HSR back to Beijing for an international flight.

This is a 9-day route. If you have less time, cut one city rather than rushing through all of them. For a shorter trip, focus on Beijing + one other city (Xi'an for history, Shanghai for modern China).
In summer (Jun-Aug), start all outdoor sights early to avoid midday heat. In winter (Nov-Mar), Beijing and Xi'an are cold but less crowded; consider adding Harbin for the Ice Festival if traveling in January-February.
